I attach a draft for consideration.
It refers to 91784/7D/32 - No: 28, because much
of what is there said is relevant to the present discussion.
I have taken account in drafting of the observations
relating to quarters (paragraph 6) and have referred briefly
to paragraph 4 as regards "local allowances".
For the rest I think the Governor can be left
to formulate his own views. A good deal of water has
flowed under the bridge since 1933.
The draft covers all the pension points which
have been put to East and West Africa in so far as they
are applicable to Hong Kong. Much of it is, of course,
merely a reproduction of despatches, memoranda, etc.,
which have been sent to other places.

I have read through this draft and have no
comment to offer except that (1) it had better be sent on

an appropriate "Personnel" file rather than on this
file relating to the 1936 Estimates.
(2) It would seem to be something of a deficiency
in a despatch which raises the whole issue of salaries
revision in Hong Kong if it does not also raise the very
important question whether salaries shall be expressed in
sterling or local currency. I am getting out the history
of that particular issue, and will send on a note about it
to C.S.D.
Perhaps this draft might be transferred in the
interval to a Personnel file and come up again for
consideration with the inclusion of a passage about the
sterling
